Scope

The MC (Management Committee) of the IECQ System reports to the CAB (Conformity Assessment Board).  The overall responsibility for the operation of the IECQ System is vested in the MC, which is a Committee of the IEC and operates under the authority of the CAB. The CAB has delegated the management and overall operational responsibility related to the IECQ System to the MC. The MC shall take any action it considers necessary to promote and facilitate the operation of the IECQ System activities  (see Appendix 2 to the IEC Statues and Rules of Procedure).

Terms of reference, according to IEC CA 01 and IECQ 01-S

Authority and responsibility - Authority and Responsibility - The IECQ Management Committee (MC) exercises the following authority and responsibilities:

  • Providing an annual report of its activities to the Conformity Assessment Board (CAB) and proposing modifications to the Basic Rules of CA Systems (IEC CA 01), appointing Officers of the MC, establishing new Committees, and presenting the budget and annual financial accounts of the IECQ System, along with business plans and proposals for extensions to the Scope of the CA System.
  • Deciding on matters related to the membership of the IEC CA System, determining dues and other sources of income to be paid by Member Bodies, Certification Bodies, or recipients/providers of services, proposing the budget and financial accounts of the IECQ System for approval by the CAB, and setting surcharges and the conditions under which they may be levied.
  • Making decisions on the Rules of Procedure for the operation of the IECQ System and its Schemes/Services, accepting Member Bodies into the IECQ System, and dealing with the acceptance, rejection, and suspension of Conformity Assessment Bodies.
  • Appointing technical experts and assessors for inclusion in the list of approved IECQ System Technical Resources and Peer Assessors, and determining assessors' fees.
  • Overseeing the layout and content of Certificates and Statements used within the IECQ System.
  • In addition, the MC has the following duties:
  • Managing the IECQ System in accordance with the Basic Rules and Rules of Procedure of the IECQ System.
  • Monitoring the ongoing compliance of IECQ System's Conformity Assessment Bodies with the Rules of the CA System through the established IECQ Conformity Assessment Body Committee (CABC).
  • Monitoring and reporting any instances of misuse of the IECQ logos, marks, certificates, and statements that could adversely impact the IEC or IECQ brands or name to the CAB on an annual basis.
  • Monitoring the acceptance of IECQ Certificates and Statements in participating countries.
  • Promoting the IECQ System.
  • Submitting an annual report on its activities to the CAB.
  • Undertaking any other tasks relevant to the object of the IECQ System, as assigned by the CAB.

Through these authorities and responsibilities, the IECQ Management Committee plays a crucial role in ensuring the effective operation and compliance of the IECQ System.

Management Committee Structure

The MC comprises:

  • a delegation of up to three persons from each Member Body. The delegation shall take account of all interests in the conformity assessment process at the national level, including those of regulatory authorities, equipment users, manufacturers, service providers and conformity assessment bodies;
  • the Chair (with casting vote only);
  • the immediate past Chair (without vote);
  • the Vice-Chair (without vote);
  • the Treasurer (without vote);
  • the Executive Secretary (without vote);
  • the Chair and Vice-Chair of the Conformity Assessment Bodies Committee (CABC) (without vote);
  • and Convenors and Co-Convenors of Working Groups established by the MC (without vote)
  • the Chair of the CAB (ex-officio without vote); and
  • the IEC Secretary-General & CEO (ex-officio without vote).
  • the IEC President (ex-officio without vote).

Who are the members of the Executive group

 

Executive Group

The Executive Group of the IECQ System provides an advisory function and is empowered to make operational decisions between MC meetings, as delegated to them by the MC. They shall, in addition, carry out any other task(s) assigned to them by the MC. With the Chair’s agreement, members of the Executive Group may attend all meetings associated with the IEC CA System. 

The Executive Group comprises:

  • IECQ Treasurer
  • CABC Chair
  • CABC Vice-Chair
  • the Immediate Past IECQ Chair
  • IECQ Executive Secretary

Any decisions on matters delegated to the Executive Group are reported to the MC and recorded in the minutes.

IECQ Secretariat

The Secretariat is responsible for the operations of the IECQ System and for providing the supporting functions required to fulfil the object of the IECQ System and the Commission.
 
The Secretariat is located in Sydney, Australia. It works under the direction of the IECQ Executive Secretary.

MC Subgroups (Committee(s), Working groups & task forces)

Description

The MC establishes Working Groups (WGs) to accomplish tasks within its responsibilities which require more, or more specialized, preparation and discussion than can be accommodated within the framework of the once-yearly MC meetings. Terms of reference and membership are decided in advance for each WG.

WGs report regularly to the MC, and any conclusions or decisions arising from their work are placed on the CAB's agenda and decided there. WGs are normally of limited duration and are disbanded by the MC when no longer needed.
