Electronic component management plan(s) (ECMP)
IECQ avionics parts and assembly management, to IEC 62239-1
The IECQ Aerospace, defense, and high-performance (IECQ ADHP) scheme requirements are designed to evaluate the technical processes of original equipment manufacturers (OEMs), and their related supply chains, that are supplying to civil aerospace, defense, and other high-performance industries. The scheme is based on the IECQ Approved process scheme; however, the ADHP industries have tuned the scheme to their specific needs.
Those technical processes are evaluated for compliance with an OEM’s declared control plans that are prepared in accordance with international standards like IEC 62239-1 for electronic component management plans (ECMP), IEC TS 62239-2 for components off the shelf (COTS) assemblies, IEC TS 62647-1 for lead-free controls, and so on.
The evaluation assessment involves a technical and detailed focus beyond that normally required for an AS 9100 quality management system (QMS), with a specific focus on control plans.
The ADHP industry requirements provide provision for the OEM to utilize one or more control plans within their business for managing the selection and use of electronic components and electronic sub-assemblies in ADHP equipment.

Sector characteristics
High-performance sectors are those where lives depend on the correct functioning of electrical equipment used during normal daily operations, such as the defense, avionics, and aerospace industries.
A higher level of confidence is needed in electronic components, sub-assemblies, equipment, and systems than is required, for example, in the consumer sector or normal commercial industry.
Other examples of high-performance sectors include critical infrastructures such as nuclear and other electrical power generating plants, and transport systems, such as railways.
Organizations holding IECQ ADHP certification are able to demonstrate to the international market that their organization and facilities comply with the requirements of the IECQ System and the relevant standards for their scope of activity.
Technical experts (TE)
They serve the worldwide industry that has a steady and growing interest in IECQ avionics certification to IEC 62239-1 and IEC TS 62239-2, based on their demonstrated accomplishments in preparing both IEC 62239-1 and IEC TS 62239-2 and their revisions, as well as on their experience in implementation, and also on their experience and qualifications in verifying compliance. IECQ endorses the following list of appointed IECQ ADHP & CAP technical experts.


IECQ Avionics Users Forum (AUF)
The IECQ Avionics Users Forum (AUF), whose membership primarily consists of, but is not limited to, avionics OEMs and their supply chain, discusses relevant industry standards and audit programmes. The Forum’s main objective is to provide technical assistance, technical benchmarking activities, information on new technical issues and greater clarity to the user community. It also aims to provide comments and advice from users within the industry back to the relevant technical bodies, for example, the IECQ aerospace, defense, and high-performance component management (IECQ ADHP) scheme, the IECQ counterfeit avoidance programme (IECQ CAP), IEC technical committees, e.g. IEC TC 107: Process management for avionics, or other relevant standards development organizations.
The IECQ AUF also includes a dedicated forum to assist its members with global parts shortage, including obsolete parts within the avionics sector.
